Modernization does not have to mean a risky rewrite
An Oracle customer story published July 17 describes how Costa Rica-based Legadmi modernized a regional HR and payroll platform while preserving existing data structures and business logic. The reported scale is substantial: more than 800 companies across 18 Latin American countries, payroll processing for about 60,000 employees each month, and records for more than 110,000 active employees.
The case offers a useful counterpoint to “replace everything” transformation programs. Legadmi moved more than nine legacy modules—including payroll, recruitment, training, performance evaluation, and self-service—toward Oracle APEX, Oracle AI Database, and Oracle Cloud Infrastructure. Existing SQL and PL/SQL skills and logic remained valuable while the company added web access, APIs, and newer AI capabilities.
What happened
Oracle reports that eight REST APIs connect the platform with corporate systems and that integrations include NetSuite, SAP, Microsoft Dynamics, Oracle Flexcube, and biometric devices. Reported app-related technical incidents fell from 18% to less than 6%. Work that previously took a week to deliver can now take one to three days, according to the case study.
AI was added in bounded workflows rather than as an autonomous replacement for payroll controls. Current examples include generating job descriptions and proposing HR content. Planned capabilities include extracting structured information from PDF and Word résumés and using retrieval-augmented generation to help recruiters search and compare candidate information.
Why it matters for growing businesses
Payroll and HR modernization in Latin America is difficult because regulations, reporting, and labor practices vary by country and change frequently. A big-bang replacement can put trusted calculations and institutional knowledge at risk. At the other extreme, leaving a stable legacy application isolated creates security, access, and integration problems.
A staged architecture can balance those concerns. Preserve validated rules and records; expose controlled services through APIs; modernize the user experience; improve observability; then introduce AI for tasks where outputs can be reviewed. This “wrap, improve, and selectively replace” pattern can also apply to finance, inventory, service, and industry-specific systems.
The case does not mean every company needs the same Oracle stack. The transferable principle is architectural: separate durable business truth from interfaces and automation that will evolve more quickly. ERP and payroll remain systems of record; AI assists with content, extraction, search, and recommendations around them.
Practical action checklist
- Catalogue legacy modules, business rules, interfaces, incident history, and regulatory dependencies.
- Identify which logic is validated and worth preserving versus which components create risk or delay.
- Put an API layer around stable capabilities instead of giving new tools direct database access.
- Define the ERP, payroll, or HR platform as the source of truth for each data domain.
- Modernize one end-to-end employee or finance journey and measure incidents and delivery time.
- Begin AI with reversible, reviewable tasks such as drafting, extraction, classification, and search.
- Test country-specific compliance, access control, audit evidence, failover, and manual fallback before rollout.
What to measure during a staged migration
Track more than delivery speed. Useful indicators include payroll exceptions, failed integrations, manual corrections, support incidents, processing time, deployment frequency, and time required to implement a regulatory change. For AI-assisted HR tasks, separately measure acceptance, correction, and rejection rates; never hide those outcomes inside a general productivity number. Run old and new calculations in parallel where financial or statutory accuracy is at stake, and define who signs off on each country. A staged program succeeds when service becomes more reliable and adaptable while employees can still complete critical work during an integration or AI-service outage.
How VDS Consultoria can help
VDS Consultoria helps organizations modernize without discarding the processes that already work. We assess legacy applications, design integration and data ownership, connect Odoo and other ERP systems, automate controlled workflows, and introduce AI in stages. For regional operations, we emphasize traceability, local compliance inputs, multilingual processes, and the ability to recover when a service is unavailable.
